Digitalisation continues to be the driving force behind progress for Belgian organisations. This is confirmed by the latest Beltug ICT Market Study 2025, based on a survey of 1,150 ICT decision-makers. As a proud partner, we had the opportunity to contribute to this study, which offers valuable insights into the current challenges and priorities within the Belgian IT market.

Although digitalisation is widely supported – especially among large organisations (91%) – companies encounter significant barriers on the path to digital transformation. 

  1. Lack of knowledge and resources slows progress
    While 74% of all respondents consider digitalisation crucial, many organisations report that budgets and a shortage of IT expertise are their main challenges. Due to the current economic climate, hiring is often on hold, which hinders innovation and change.
     
  2. Cyber incidents are a growing concern, but preparedness is uneven
    % of large organisations have an incident response plan. Among SMEs, this is only 38%.
     
  3. Regulations place pressure on IT departments
    New legislation requires extensive adjustments, leading 55% of large companies to rate the administrative burden as (very) high. This comes at the expense of innovation and security. Beltug advocates for clear guidelines when introducing new legislation so that companies can respond more swiftly.

Additional insights from the report:

  • Concerns about cloud data (security and storage outside Europe)
  • AI usage is increasing, but 44% do not provide GenAI tools on company data
  • ICT budgets are rising, although a minority expects a decrease
